If you’re not going to watch the episode then I’ll explain it to you:
Frasier asked a coworker Noel (a very nerdy guy) to help write a speech in Hebrew for his son. But Noel was upset with Frasier for not keeping a promise. So he decides to seek revenge. Later he regrets that decision and explains to Roz(another coworker) that he wrote the speech for Frasier in Klingon. He tries to call Frasier to warn him but was too late. All that happens before the speech.

So you see, the audience already knew the speech was gonna be read in Klingon. So please next time watch the whole episode before you insult the canned laughter.

He created a grammar for random sounds that James Doohan came up with, and continued to develop it from there.
